But many residents say there's not enough to keep the youth of the city from hanging out on street corners. As foreign-born workers flocked to western Pennsylvania at the turn of the 20th century to fill jobs at Jones & Laughlin Steel mill, the company built several planned communities, officially called the Plans by J&L. Eventually there would be 12 plans and the neighborhoods of Aliquippa are still known by those names today. Aliquippa, Beaver County, Pennsylvania.
